eKadr is a digital HR management system for organizations in Tajikistan. It brings together personnel files, HR orders, the staffing table, time tracking, leave, recruiting, onboarding, KPIs, learning and communication. The HR team works in the web app, while employees use the mobile app.

Government organizations — ministries, agencies and state enterprises — as well as private companies of any size, from a single office to a holding with branches. Each sector has its own edition.

The public sector edition tracks civil service tenure, coefficients and pay steps, and employee accounts are created by an administrator. In the business edition, hiring is done strictly under an employment contract, and the employee’s account is created automatically when the hiring order is signed.

The web app and the mobile app are available in Tajik, Russian and English, and each user chooses their own language. Documents are generated from your templates — in Tajik or Russian.

There are 14 order types with ready-made forms: hiring, transfer, termination, leave, sick leave, compensation, business trip, training, work on a day off, time off, work agreements, staffing table, material liability and name change. Once signed, an order automatically updates the personnel file, staffing and timesheet.

With one click — based on work schedules, Tajikistan’s public holidays and rescheduled days off, and signed orders for leave, sick leave, business trips and work on days off. The timesheet exports to Excel with headers in Tajik.

Hikvision terminals with facial recognition. They connect through a bridge inside your network without opening any inbound ports, and employee photos are uploaded to the terminals automatically.

AI scores each resume on a scale from 0 to 100, highlights strengths and weaknesses, gives a recommendation and checks the resume against the job requirements. The model runs on DonishSoft hardware or inside your own infrastructure.

Yes. An approved plan as a PDF, Word or Excel file or a photo is uploaded in the “Work plans” section: eKadr recognizes the items, deadlines and assignees, you review the result and create the tasks with one button. Assignees submit reports for each period, and the plan completion report exports to Word and Excel. Uploading requires a connected AI assistant.

Yes. Meetings with participants and replies, department calendars for leadership and a “Director’s assistant” role that runs the director’s calendar on their behalf. Meetings reach your phone’s calendar and the iPhone and Android home screen widgets.

eKadr maintains salaries, allowances and pay scales based on HR orders, and employees can see their salary in the app. The current version does not calculate earnings or generate payslips — data for the accounting department is exported to Excel.

Yes. The eKadr mobile app for iOS and Android adapts to each user’s role: employees submit requests and view their timesheet, managers handle approvals, and HR specialists work with candidates and absences.

In eKadr Cloud — in a dedicated installation for your organization — or on your own server. When eKadr is installed on your server, the only outbound traffic is a technical license check that carries no personal data.

Yes: Linux with Docker, Windows Server with Docker or Windows Server with IIS. A PostgreSQL 16 database is required. Detailed requirements are on the Implementation page.

Yes, based on the TOTP standard — with Google Authenticator, Microsoft Authenticator and compatible apps, plus backup codes. It can be made mandatory for the web app.

Not at the moment. Data exchange with your accounting system can be discussed as part of an implementation project.

Only people whose role permits it. More than 60 permissions can be configured, down to individual order types, and visibility can be restricted to an organization or a department. Personal documents are visible only to the employee and the HR team.

A quick start in the cloud takes as little as a few weeks. A comprehensive project with all modules, terminals and integrations takes up to four months.

Our team does, as part of implementation: employees and the staffing table are migrated from your spreadsheets.

Yes. We train HR specialists, managers and administrators. For employees, a short guide to the mobile app is usually enough.

Your data is not deleted. Changes are suspended until renewal, and once the license is renewed, you pick up right where you left off.

No. The system checks the license once a day and keeps working for up to 30 days without a connection to the license server.

Yes. Modules are enabled by the license, and renewals and plan changes are applied automatically — no reinstallation required.
