Civil service tenure and pay steps
The employee profile shows civil service tenure based on employment history, the department’s coefficient type and the calculated step, with a reminder about the next one.
Pay scales
Coefficient grids of “position category × step 1–14” with a base salary, versions by effective date and cloning.
Staffing table by HR order
A new staffing table is built in the builder and approved by an HR order, and position assignments carry over automatically.
Performance reviews and rotations
Reminders when performance reviews and rotations are due — every 36 months by default — and when documents expire.
Accounts under control
An administrator creates employee accounts and hands over access via a link, SMS or a printed sheet.
Tajik interface
The entire interface is in the state language, and documents spell out dates and amounts in words in Tajik.
Traceability
The approval history of every HR order and a record of who made changes and when.
Annual work plan turned into tasks
An approved plan is uploaded as is, including a scan in Tajik. Assignees report for each period, and the completion report exports to Word for signing.
Leader’s calendar run by an assistant
An assistant runs the minister’s or director’s calendar: schedules, reschedules and cancels meetings on their behalf.

Frequently asked questions
Can eKadr be installed on a closed network?
The system runs inside your network, but activation and periodic license checks require outbound access to the eKadr license server — at least once every 30 days. No personal data is transmitted in the process. For the mobile app to work, the server must be reachable from the network your employees’ phones are on.
How is civil service tenure tracked?
From employment history entries flagged as “civil service” and the civil service start date. The system calculates the step from the department’s coefficient type and reminds you about the next step.
Are employee accounts created automatically?
In the public sector edition, accounts are created by an administrator, who sends a link by email or SMS or prints out the sign-in details.
Can several organizations be managed in one system?
Yes. A single installation serves several organizations, each with its own legal details and organizational tree, and data visibility can be configured at the level of the whole group, an organization or a department.
